Merge methods update_vertical_line into a unique function

This method was not used inside Render_svg as the user cannot interact with the view.
Thus it was removed from Render.
It is not used outside of Hook_event so it was moved to Render_abstract to be common with Render_vulkan.

One condition was removed from Hook_event because it was never reached.
