testing: add warning if STARPU_FXT_TRACE=1 but no --trace option

People tend to forget to set --trace option.

Not sure if this is the right place where to put the code (since it includes StarPU-specific logic in generic code), but I didn't find a better place where I can access options and not be called several times.
