Fix the use of vendor testings

• Fix the cmake process to (re-)enable the compilation of the vendor testings => However, it still needs the compilation of CHAMELEON due to the usage of a few functions that are not protected or that are coming from coreblas. Maybe we could think about a solution that depends only on coreblas and not on chameleon any more, to be able to compile them without having to compile chameleon.
• Update the hqr and cmake_morse submodules
