Restructure the visibility of the descriptors functions

A GitLab upgrade is scheduled for Monday, April 7, 2025. Service interruptions are expected in the morning. We recommend that you do not work on the platform until an announcement indicates that maintenance is complete.
Move some of the descriptor functions: get_rankof_..., get_dataof, ... to descripor_helpers to make them public and prepare the field for new data distributions.
