Really use starpu_mpi_init_conf if detected

The function starpu_mpi_init_conf was well detected, but then the preprocessor variable HAVE_STARPU_MPI_INIT_CONF was not defined, because of a missing #cmakedefine.
This PR fixes it.
Git-LFS is now available on our GitLab instance.
