descriptors: Add an arg parameter to the rank_of functions to enable the use of more complex solutions.

Upgrade the version number to make the distinction between the release files, and the files from the master

Make lapack_to_tile/tile_to_lapack interfaces deprecated and add Lap2Desc/Desc2Lap interfaces that takes into account an uplo parameter to limit the copy.

Remove the FXT starpu option and the enable tracaing. It is now done by eztrace, or directly with STARPU_USE_FXT

    improve user's doc style
    add some explanation about the code structure in the main doxygen
    fix coverage in analysis sonarqube
    add a release job to automatize release publication
    change the cdash server to my.cdash.org which is more recent and reactive than cdash.inria.fr
    fix the version number, dates and authors in headers to prepare the release 0.9.2

chameleon already owns the dependencies thanks to target_link_libraries, just add a comment to recall direct dependencies
