Remove the use of CHAMELEON_PRECISIONS that is an upper duplicate of CHAMELEON_PRECISION provided by cmake_morse (Fix #124)

Fix issue 124: RP_CHAMELEON_PRECISION is the set of supported precisions, while CHAMELEON_PRECISION is the set of enabled precisions

cmake: change the rule to generate the vendore testing in order to avoid to generate useless ds/zc versions and fix dependencies

Fix --forcegpu option to be able to force starpu to execute kernels on gpus, RUNTIME_CUDA was not well defined and introduce RUNTIME_HIP.
