This reverts partially revert commit
6994be42.

Tests should not be disabled through the use of
DEB_BUILD_OPTIONS=nocheck.

Doxygen documentation is now generated in build-indep.

Test suite is disabled via the nocheck option and not through
overriding the override_dh_autotest target.

* Revert name change libvisp -> libvisp2 but keep development package
name as libvisp-dev.
* Add missing space in dependencies.
* Remove unrequired dependency toward libopencv-highgui-dev.

* Set Debian Science team as maintainer
* Set myself as uploader
* Remove unnecessary version number in OpenCV depend and build-depends fields.
* Remove Debian version number in versionned dependencies.
* Add linux-only to libdc1394-22-dev dependency.
* Rename libvisp2 into libvisp.
* Fix package description.
* Add doxygen-latex and libois-dev dependencies.
* Set GNUInstallDirs.cmake license to BSD-3-clause.
* Set vpParseArgv.h and vpParseArgv.cpp to BSD-4-clause.

* Provide visp-config man page.
* Rename libvisp into libvisp2 to please lintian

Do not depend on versioned libjpeg-dev.

Rename libvisp-2.so.2 libvisp.so.2

Rename package libvisp instead of libvisp-2-6.
