Make ECPP check output conditional on debug variable.

* lib/cm-impl.h (cm_pari_ecpp_check): Add parameter to prototype.
* lib/pari.c (cm_pari_ecpp_check): Add and use parameter.
* lib/pari.c (cm_ecpp): Adapt function call.
