Set up (again) Sonarqube

GitLab upgrade completed. Current version is 17.11.1. We now benefit from the features of the release 17.11.
The version of Sonarqube has been changed, and some stuff such as my customized quality profile seems to have been lost in the process (including also some - but not all - of the annoting I did in the Sonarqube interface)
