Parameter: dependency upon Domain should probably be upon Mesh

Currently a Parameter needs a Domain at construction, which in most of the cases is the Domain which covers the whole Mesh.

It doesn't seem like this is really required, and doing so lead to weird interface when building a PiecewiseConstantByDomain Parameter which requires a Domain in its constructor...

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
