Added damaris_has_plugin() API to allow for introspection as to what plugins are available within Damaris library. Added checks for empty Variables (no blocks available) in HDF5 and Paraview plugins so that processing is not carriend out, typically when damaris_write() is not called for the Variable on the iteration. Improved test for Paraview capabilities and find function for VTK capabilities to CMake build
