[clea-migration]: flyway module

Combava Orange requested to merge feature/clea/clea-migration into develop

This new module contains DDL to apply in postgres databases. gitlab-ci can use flyway/flyway:7.8 image to apply changes in clea databases. Exclude flyway-core dependency in clea-batch use clea-dbmigration in main docker-compose
