Format/rules to be discussed. Once agreed, I'll add a hook for merge request (except if you already have one in inria that can be reused ).

@jjazeix Can you split it into two commit please. 1) The clang-format file, and 2) it's application, such that I can read the rules you put

I have one for pastix but the rules are different from the ones you originally chose, so I'm not sure it's useful :)

I forgot but based on the changes I have seen, the rules seems good to me.
