Remove old sparskit file from spm to avoid conflicts with user's applications

The solution chosen has been to remove references to sparsekit as it was too old, and rely on the HB driver to read RSA/RUA matrices. This way, users can choose which version of sparsekit they want to use without conflicting with spm.
