Rule precisions

Update the precision generation scripts to make sure they are compatible with python3 and 2 and faster both the configuration, and the generation.

This new version is issued from the updated version proposed by Mark Gates in the new Plasma OpenMP version, and the former version of cmake_module to generate the cmake dependencies.
