    This commit disables CloudStack VM deployment on CloudStack error `530
Insufficient capacity`: any subsequent VM deployment is blocked before
a manual intervention (a file `/builds/vm_deployment_disabled` is
created: while such a file exists, `deploy_vm` immediately breaks the
script).
