Add a new magics to run in a notebook `clang-tidy`
A new dedicated notebook has been added.
The backbone of the new function is anycppcompiler
- like this method the clang-tidy one may be used interactively or not (I will use the non-interactive way only in my DLP).
Docker and Binder have been updated accordingly, so you may check the feature there.
WARNING: the branch below was a continuation of the branch used for !30 (closed) (it didn't make sense not to introduce clang-tidy
in Docker and Binder). It is better to wait for !30 (closed) to be merged (or if not !30 (closed) could be closed as its content would already be included).
