Double validation of pre-commit actions

Currently, if a new developer forgets to install pre-commit before contributing to the project, there are no safeguards. That's why I'm proposing (non)regression tests for all linters in .pre-commit-config.yaml.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
