feature: background colouring in diplomatic panel according to specific regions
requested to merge OM_dilopanel__background_colouring_according_specified_linked_regions into develop
An update of DiploLine.vue to colour line backgrounds, according to linked regions. Lines has to be linked to a specific labelled region to be coloured. (for now, only works at the panel loading)
