Upgrade Django to 3.x

https://www.djangoproject.com/weblog/2019/dec/02/django-3-released/ We probably want to wait a bit until it becomes stable, but this is very interesting to us:

Django 3.0 begins our journey to making Django fully async-capable by providing support for running as an ASGI application.

We may be able to get rid of django-channels.
