This release fixes some bugs and provides new features. Notably, new environment variables allow one to control dynamically the behavior of Scotch at run time, and a multi-threaded bipartitioning genetic algorithm is now available.

This release provides new features. A prototype implementation of the Dmesh distributed mesh datatype allows one to compute distributed dual graphs in parallel, by creating a Dgraph from a Dmesh. Consequently, the ParMETIS_v3_Mesh2Dual() routine is now available in the Scotch MeTiS compatibility library.
