Added pyproject.toml and installation instructions
I have added a pyproject.toml file to allow the package to be installed from the sources with pip. The relevant command(s) can be found in the INSTALL.rst file.
Some of the metadata may need to be updated before merging notably the package version, license, keywords and project urls.
