service does not start because kernel commandline has crashkernel=no. with crashkernel=auto, initramfs.kdump does not build because no kdump memory in the qemu VM.

It seems useless for the installer to function, and it leaves a trace in the installed system (at least on debiantesting / buster) in grub: GRUB_CMDLINE_LINUX="debian-installer=en_US" removing.

resume (to swap partition) is now disabled for up coming update-initramfs commands probleme was that the UUID of the swap partition change, hence initramfs on other machines may complain. removing the file or setting RESUME=auto in the clean step seems not relevant in the context. see man initramfs.conf

remove dracut-config-rescue, not needed (generate rescue copies of kernel/initramfs) drop chkconfig commands which are obsolete and do not work anymore -> should use systemctl, but this does not actually seem required to get the system to work. ca-bundle.crt can be/is updated using the ca-certificates package, dropping the line. udev path for persistent-net rules is boggus (rule instead of rules...), seems useless -> dropping. keep UseDNS no on sshd config, because required to get ssh ok after reboot.
