madmpi: fix MPI_Wait* on MPI_REQUEST_NULL

Philippe SWARTVAGHER requested to merge pswartva/pm2:mpi_wait_request_null into master

MPI 4.0 states One is allowed to call MPI_WAIT with a null or inactive request argument. In this case the procedure returns immediately with empty status. (bottom of page 71). Even with this commit, I'm not sure whether we are compliant to handle inactive request and changing the status to an empty status.
