LACE.jl functions

The following functions are wrapped from the LACE.jl package, which interfaces with the C-library LACE. These functions transform the input polynomials and points into C-compatible objects, perform computations using interval arithmetic provided by MPFI, and return results wrapped in Julia objects using MPFI.jl as BigInterval.
