openfoam: simplify handling of time changes and naming

- use indices into TimeNames/TimeValues to ensure full consistency
  with reduced storage.

- locate mesh-specific name "polyMesh" into the respective reading
  routine.

- when scanning time directories, do cheaper string operations before
  filestat. This eliminates unnecessary checks for items such as
  "processorNN/" which are not times anyhow.
