Plugins : Magnitude squared coherence: Fix frequency vector for

spectrum output, clean up the code.

Moved frequency vector (that specify the frequency bands of the
spectrum, for MinMaxfrequencyBands matrix in spectrum encoder)
construction to initialization, and changed dimensions to match with
spectrum encoder data structures.
