`windows-install-dependencies.ps1`: update script in order to use WebClient (works to download from drive), use version in certivibe
`windows-dependencies-sdk.txt` add dependencies manifest in case user doesn't want to build cv
+ `windows-install-dependencies.cmd` add scripts to install dependencies files
`COPYING.md`: add file (taken from cv) to zip package
`windows-build.cmd` rework script to make uniform with the one from cv, add option make-package
