Patches

• Moved files and directories from CBLAS to a dedicated CBLAS directory (they were at the root)
• Renamed CLAPACK in CLAPACK-3.2.1
• Replaced *.c* and *.h files in CLAPACK-3.2.1, f2c_BLAS-3.8.0 and CBLAS by the original source files
• Put patches to apply to each of these directories for a successful build in patches
• Added apply_patches.sh, make_patches.sh and unpatch.sh to respectively apply, make and undo patches
• Makefiles, install scripts and README have been updated accordingly
