WIP: [ci] add support for coverage reports using Cobertura XML files

this feature was added in GitLab 12.9 and we were not using it because we needed to wait for for gitlab.inria.fr to be upgraded first

if I like the look of these reports then I can disable the HTML reports generated by coverage.py and use these instead
