[documentation] create introduction page

E Madison Bray requested to merge embray/documentation/introduction into master

This moves most of the contents pulled from the README.md file off the front index and into a separate "Introduction" page.

Unfortunately, this appears to be the best workaround to get its subsections to appear on the Table of Contents in the side bar. There's some discussion of this problem at: https://github.com/readthedocs/sphinx_rtd_theme/issues/445
