Reservoir buffer

This MR implements the reservoir buffer discussed in this note. It is the last step required to perform real experiments with Melissa-DL.

Note: prior to this MR, buffer.py was built upon the notions of buffer, queue and policy. The new conception only relies on the notion of queue.
