[oar-properties] Allow create resources on custom OAR serveur, useful for testing OAR

Afin de testé les mécanismes de OAR sans casser la prod, je déploie une mini plate-forme Puppet/OAR/Frontend/Noeuds (en l'occurence pour le packaging oar-scripting Debian). J'ai remis la possibilité de définir un serveur OAR spécifique :
