WIP: Rework gen oar properties

Pierre Neyron requested to merge rework_gen_oar_properties into master
  • make the script create properties that should be created even if unknown in the ref api (e.g. comment)
  • make the disk properties have their properties set as much as the associtated default properties (bug 12144)
  • make the update action update only what needs an update (bug 12141)
