WIP: [bmc] add retries to racadm before fallback to ipmitool

The returned firmware's version returned by ipmitool is less precise than racadm on Dell nodes. Now, racadm is only used on Dell nodes with a fallback to racadm (still required for some clusters). A retry on the shell commands has also been added.
