Add a new cmake option (and impl.) to generate a README with install. instructions for all systems.

It's useful for documentation sent to gitlab-pages (which can be consulted from any system). The README integrated in package keeps only install. instrucs related to the system.
Also review a little bit style for gen_doc/bin_pkgs/macosx/README_install_part.html.
