This commit is a major change in the sphinx documentation. The whole
configuration of the documentation has been revisited to complete the
API documentation and add the CLI documentation.
Also, the installation guide has been updated and the index integrated
with the new information.
Information about funding, contributors and license is now included in
the documentation..

As it is now, it can be uploaded to read the docs.
