Vote frontend continued

Quentin Grimaud requested to merge belenios-forks/belenios-swergas:vote_frontend_continued into vote_frontend

This merge request is now ready to be reviewed and merged. It adds the full vote workflow for the voter, in a responsive way. Once on the main election page, instead of clicking on the Start button, go to an URL of the form: http://localhost:8002/static/frontend/booth/vote.html#uuid=nkq6LrHWXtgQgR&lang=fr When the period of manual tests will be over, we will be able to change the href of this Start button to this URL (from the old booth to the new booth).
