Priority between command line --mod and modifiers

In modifiers.should:

!OPTIONS: --mod w

# Uppercase modifiers cancel previous modifiersrs.
$ 5 lines have a '31' day
W5: 31

I think this is not coherent to what we have at other places: command line should take priority.
