Allows empty action in grammar but raise validation warning/error

The editor would be more confortable if we can create the action section without action.

The error indicating that there is no action defined should be a simple validation rather than syntactical constraint.

Note: we should be able to do that in several other places (Tags, Annotations) .... even if in these 2 other case, there is no associated error...
