Add HTTP API documentation to sphynx

I managed to have the Doxygen code reference on readthedocs. That solves the question to where put the documentation

For completeness, it would be great if a static version of the Switch v2 api could be located at the same place. What's the current method to build that documentation ? Can we build it without building aseba completely first ?
