This allows to speed up queries when we have many sample sets

For adding files to sample_sets. Alters the existing id strings by
removing dates.
I wanted to clean things up a little and alter the way id_strings are
created/decoded before making them a little more flexible in order to
produce more aesthetically pleasing id_strings.

The log controller checks for permissions and therefore requires the
user to be logged in and caused a server error when not logged in

Removed a permission check on patient logging which was not only
redundant but also introduced a bug

Added patient and run names as well as usernames in log views

Added log filters in order to limit log output to specific patients/runs

Added a query for non admin users to view logs concerning elements to which they have access permissions
