Revert "fuse.py: Change the criterion to decide information on which sample is chosen"

This reverts commit 0d40d04c.

The commit introduces a serious regression where some top clones would
be ignored. However the commit introduced an interesting feature, that
will be reintegrated (in a safer manner) in the future.
