The conf volume that is used to store all configuration files are make
them easily accessible to users is a problem when building the test
environment since several of the configuration files are different, but
are not easy to change on the fly.
Using the baked-in files by default resolves this issue, and maintaining
the volume in a commented line keeps it accessible to users
