Link to different projects

Besides #1234, handle also shortcuts such as foo#1234 or bar!1234.

The list of allowed prefixes (foo, bar) should be set through a configuration option:

  - foo: http://blabla.org/group/foo
  - bar: http://blu.org/bli/bar
