Abstract communicators

DUCARTON Nicolas requested to merge abstract_comms_merge into master

Add internal communicators in starpu.
Branch starpu_abstract_comm contains similar work and can be deleted after this merge.

This is preparatory work for checkpoint restart (see ft_ulfm)
