Update the API ofthe spmScal subroutines

  • spmScalVector and spmScalMatrix become deprecated

  • spmScal (to scale an spm), spmScalVec (to scale a vector), and spmScalMat (to scale a dense matrix) are introduced to match the prototypes/naming of norm and products.

  • This also fixes the issue of scaling vector and full-rank matrices in distributed, as it was incorrectly handled with the previous API.
