Fortran Mangling is Finalized

  detect BLAS fortran mangling and set related scalfmm cmake variables

Add a generic mangling mechanism for fortran subroutine names. (Needed for power8). Default is the name with underscore.
Morse should automatically select the good one soon
Fix bug with last modification on particle type enum

cmake Finds: improve the way library dirs are added in blas/lapack, remove blas lib to search in essl

avoid to look into default system path automatically to find blas/lapack, we handle it precisely with HINTS keyword to use these paths only when necessary

This should be refactored, but heh?!

Empty CMakeLists added to BenchEfficiency repertory in order to be able to compile FMMApi, CKernelApi and/or others addons

Changes in API, new call back for M2M and L2L where we provide the array of cells instead of calling the M2M over each child
