Updated FP2PGroupParticleContainer to work with multiRhs; Fixed multipole and local indices in FChebInterpolator.

Removal of const qualifier on a few functions' results that were ignored by the compiler : a function result cannot be const (though it can be a pointer to a const)

Api updated, testChebInterface will execute both API internal Chebyshev and API user kernel Chebyshev and display some output

Remove some warnings, and split P2PR which is P2P only for one over R and P2P which can accept a matrix kernel (which can be one over R or anything else), both approaches support SSE and AVX but have not been tested.
